In this paper, Jonathan Morgan (an unrepentant sceptic about the JUDICIAL protection of human rights) assumes that outright repeal of the HRA 1998 is not politically likely, and suggests instead how the HRA might be amended -- to strengthen the voice of Parliament in the protection of civil liberties, at the expense of judges and lawyers.
