Although local police are not required to enforce federal civil immigration law, On the Side of ICE shows how they nonetheless act as voluntary reinforcements for Immigration and Customs Enforcement (ICE) — even in so-called sanctuary jurisdictions. Focusing on New Jersey, the book reveals how everyday police practices quietly multiply ICE’s reach despite laws meant to limit cooperation.
Using an innovative ethnographic method based on police body-worn camera footage, the book offers intimate, on-the-ground narratives that capture how immigration policing actually unfolds and how police power is exercised in real time.
About the Author
Peter Mancina is Adjunct Professor at Rutgers Law School and a cultural and political anthropologist studying policing, immigration control, and governmental power. He is affiliated with the Center for Immigrant Justice and the University of Oxford’s Centre for Criminology. His research has been funded by the US National Science Foundation, Wenner-Gren Foundation, Swedish Collegium for Advanced Study, and Rutgers Law School.
About the Discussant
Maria Valenzuela Suarez is a DPhil student in Criminology at the University of Oxford. Her research examines surveillance technologies and their effects on policing practices, police–civilian encounters, and police legitimacy, with a focus on the implementation of body-worn cameras in Chile.
