Our Work - The Path to Climate Mobility Justice

The Institute for Law and Policy on Climate Mobility works as a backstage catalytic engine for legal and policy reform. Our ambition is to work within existing institutions to strengthen the technical capacity of the ecosystem on climate mobility, so that we become obsolete. 

By working now to ensure that climate mobility becomes embedded within durable and fair legal and policy frameworks, climate mobility justice becomes mainstream, and outlasts political shocks. 

ICM’s approach has four pillars, which together form the scaffolding for climate resilient governance that centres climate mobility:

PILLAR ONE: Advance Legal and Policy Foundations 

By being a global leader for research on rights-based approaches to climate mobility.

PILLAR TWO: Influence Policy and Practice 

By translating cutting-edge research into concrete policy, financing and legal reforms during critical political windows.

PILLAR THREE: Convene and Capacity Build the Ecosystem 

Through targeted dialogues, expert working groups, direct technical advice, and bootcamps, we strengthen existing institutional capacity and improve the overall quality and coherence of climate mobility responses.

PILLAR FOUR: Narrative Change 

Through strategic communications, public speaking engagements and narrative change campaigns, we improve the quality of public and policy debate on climate mobility, which opens up the space for innovative policy solutions.

A Flavour of Our Work:

• PILLAR ONE
  • We are currently co-leading a project for Quadrature Foundation (completion November 2026) that is harnessing global expertise to develop actionable, evidence-based policy briefs on climate mobility that are targeted for specific Government Ministries.
• PILLAR TWO
  • We are currently working with Senior Government officials, legal practitioners, NGOs and think tanks in the UK to influence national and international policy and practice.  In addition to UK domestic policy, our focus areas for the next 12 months will include CHOGM, COP and the G20.
• PILLAR THREE
  • We are currently implementing a three-year strategy of convenings, targeted dialogues and bootcamps to improve the overall literacy on climate mobility within the UK. Additionally, we are developing a strategy to capacity build the ecosystem of Commonwealth Member States, and targeted sub-Saharan African States.
• PILLAR FOUR
  • Alongside our strategic communication plan, we engage in all forms of narrative change on climate mobility.  For example, this is our seventh year highlighting climate mobility at London Climate Week; previous years have involved roundtables with the Foreign Secretary David Lammy MP and panel events with senior Government officials from Pacific Island States.  We ran a workshop at TED Countdown 2025 in Nairobi to spark imagination about tackling Climate Mobility, and this forthcoming TEDx talk by our Director will demystify climate mobility.  We will soon be working with Climate Spring to mainstream climate mobility in the UK media.
