This talk explores the difficulties of international privacy regulation, focusing mainly on the EU-US divide. Drawing insight from the divergences between the two legal orders, it analyses the potential for conflict and points to an alternative way of regulating privacy at an international level by using a hybrid between conflict of laws and substantive privacy rules: the Layered Links Model.
