The Howard League for Penal Reform has published a landmark pamphlet 'What if imprisonment were abolished for property offences?' written by Professor Andrew Ashworth. The pamphlet, which has sparked a nationwide debate on sentencing issues, is being distributed to every magistrates’ court in England and Wales.

The Howard League for Penal Reform is the oldest penal reform charity in the UK. It is a national charity working for less crime, safer communities and fewer people in prison.
Professor Andrew Ashworth is Vinerian Professor of English Law at All Souls College, Oxford.
