In his annual report to the Security Council on the Protection of Civilians in Armed Conflict, the United Nations Secretary General drew upon and referred to the Oxford Guidance on the Law Relating to Humanitarian Relief Operations in Situations of Armed Conflict prepared by Professor Dapo Akande and Emanuela Chiara-Gillard of the Oxford Martin Programme on Human Rights for Future Generations and the Oxford Institute for Ethics, Law and Armed Conflict for UN OCHA.
