System change advocacy through a government process: Australia's 2017 Statement from the Heart
In the presentation I will analyse how Aboriginal and Torres Strait Islander advocates took part in and carefully used a government consultation process in 2016-17 to make a statement about broader system change, which led to the 2023 Voice Referendum in Australia.
