Biography

Laurence Lustgarten was formerly Professor of Law at the University of Southampton, and a Commissioner of the Independent Police Complaints Commission.  He has published books on national security and parliamentary democracy; on the constitutional status and accountability of police in England and Wales; on racial discrimination law in Britain, and on the impact of libel law on the media in England. He has also been active in promoting human rights, lecturing to judges and government officials on behalf of the Council of Europe.
