Biography

Dr. Ulaş Karan serves as an associate professor of constitutional law at Istanbul Bilgi University's Faculty of Law. His scholarly work is on constitutional law and the safeguarding of fundamental rights, emphasising equality and non-discrimination, as well as freedom of expression, assembly, and association, alongside the rights of marginalised groups. Utilising both comparative and international viewpoints, his research investigates the reception, resistance, and transformation of standards established by the European Court of Human Rights and other regional and United Nations entities within national legal frameworks, with Turkey as a focal point. He has instructed classes on constitutional law and human rights law at both undergraduate and postgraduate levels. He is presently an academic visitor at the Bonavero Institute of Human Rights, University of Oxford, conducting research on competition law and constitutional protections, while also being a member of the editorial board for the Bilgi Law Journal. In addition to his academic pursuits, Dr. Karan has engaged significantly as a legal specialist and consultant in anti-discrimination legislation, constitutional amendments, the rule of law, and adherence to human rights. He has provided specialised studies, training, and policy evaluations to international entities and civil society organisations. He is affiliated with the European Network of Legal Experts on Gender Equality and Non-Discrimination as well as the Council of Europe NGO Law Expert Council.
