University's Code of Practice on Freedom of Speech

If you are organising meetings or events, you have a responsibility under the University’s Code of Practice on Freedom of Speech to assess whether there are particular major risks or issues associated with the meeting or event which the Proctors should be notified about.

You may also seek advice from the Proctor's Office by emailing the Deputy Marshal, who can advise on the level of risk. If an event is to be referred to the Proctor's Office, please submit the Event Referral Form no later than 20 working days before the event. 

Note that the Event Referral Form is not a means of seeking approval from the Deputy Marshal regarding whether the event can go ahead. The purpose of the form is for the Deputy Marshal to assess the level of risk the event may pose, and they may respond with a high, moderate or low level of risk. The Deputy Marshal will also recommend the level of security required based on his assessment, which sometimes could mean that he will be present at the event.
