Sothie Keo
Biography
Sothie Keo is a DPhil Candidate in Socio-Legal Studies at the Faculty of Law of the University of Oxford under the supervision of Dr. Nicole Stremlau. His research explores how post-conflict developing states navigate the complex transition from fragility to stable governance, and investigates how formal institutions and informal norms interact in shaping the processes of nation-building and administrative reform.
Sothie also serves as Secretary of State of the Ministry of Post and Telecommunications of the Kingdom of Cambodia. In his role, he oversees legal and policy work as well as ASEAN affairs of the Ministry. He is spearheading the drafting of key laws and policies including the Law on Cybersecurity, Law on Personal Data Protection, National Artificial Intelligence Strategy, and Cloud First Policy.
Sothie is also a licensed attorney both in Cambodia and Colorado. He received his Juris Doctor and Master of Laws from Northwestern University Pritzker School of Law and Bachelor of Arts in Political Science from the University of Washington.
